Man in my experience AdGuard is a steaming pile of junk, but also seems to be the defacto option for Safari which sucks. The ad blockers pass a set of rules to Safari when they are enabled that tells it what to block on what websites and then Safari handles all of the blocking so the ad blocker itself doesn't know which pages you visit.
